About UtilityINFO(HK)
 
Founded in 2002, UtilityINFO is directed by Ir H.S. Kwong and Ir King Wong. UtilityINFO is your one-stop service centre for utility information, surveying, detection, excavation permit application, mapping, GIS centre establishment and dealing with the Buildings Department and other departments of the Hong Kong Government for slope drainage order, gas and electricity ordinances. It builds Hong Kong a seamless and verified underground utility information center for the benefits of reducing road opening, safer excavation and better slope maintenance.

Strength
 
UTHK has about 30 staff members from different professional disciplines including GIS, information technology, e-commerce, etc. There are more than 60 members from our suppliers who provide full backup for UTHK. UTHK has also developed a few applications such as Electronic Data Interchange (EDI), Automapper etc. for data exchange and generating drawings automatically for various Government and private sector projects.

In recognition of data as a very important company asset, UTHK has invested in the development of an integrated system for the management of data management of various types. UTHK is now developing the Integrated Data Management System (IDMS) for the usage of data control, analysis, conversion, migration of various types of data into the new database based on ArcSDE and Oracle database. Data types being converted include AutoCAD, Microstation, Word, STC25, Automapper, Text etc. IDMS provides the functionality of a data and document management system, which forms the core of UTHK’s knowledge repository. It provides indices for rapid data storage and retrieval. In addition, the system is also capable of transferring field data to offices by mobile devices (mainly PDA at the moment) and data loggers.

In summary, IDMS is an automation facility for UTHK’s data management methods and procedures. The indexing system provides a means to uniquely identify every data record or document, such as by using a valve/manhole reference or document reference number. On the other hand, it also provides alternative ways of locating records using keywords, coordinates, date, person-in-charge, etc. With IDMS, the check-in and check-out of documents are handled in a controllable manner. Data accuracy is enhanced by the revision of the control features. This ensures that the correct version of reports, drawings, photographs, videos, or data files are exported and distributed to the client and consultants. Data security is also enforced by using IDMS such that users are allowed to access to only the information required by their job duties. By the same token, clients are granted read/write access according to contractual requirements. This will be a critical enabling factor of operational efficiency for both clients and the staff.

Currently, UTHK is working hard on setting up an underground utility centre for all buried utilities including those in pavements and carriageways, as well as those on slopes for buried water-carrying services (BWCS). The aims of the utility centre are three-fold: to minimize the time required for verified data collection, to reduce the number of excavation, to reduce the number of accidents by providing more accurate information and to better maintain slopes by having a slope information centre for BWCS on and adjacent to the slopes concerned.

The effectiveness of the new underground utility information centre will be enhanced by using mobile devices for data collection, GPS for remote area surveying, competent persons under the electricity supply lines (protection) regulation, and Cap 406H to verify information on site, and then issue a permit to dig and permit to work without delay on site.
